Общие положения:
Четырнадцатый фестиваль морской телевизионной документалистики «Человек и море — 2018» продолжает традицию проведения фестивалей морской теледокументалистики для пропаганды и распространения передового профессионального опыта журналистов и других авторов в освещении проблем морской тематики. Учитывая возрастающую роль государственной политики Российской Федерации по освоению морских территорий страны, Арктики, Северного морского пути, развитию портовой инфраструктуры, поддержку и развитие рыболовства, судостроения, востребованность специалистов морских профессии, ГТРК «Владивосток» на фестивале «Человек и море» выявляет лучшие телевизионные работы в сфере морской теледокументалистики.
Руководит подготовкой и проведением фестиваля морской телевизионной документалистики «Человек и море — 2018» Оргкомитет из состава организаторов. Возглавляет Оргкомитет директор филиала ФГУП ВГТРК «ГТРК «Владивосток»
Цели и задачи XIV фестиваля телевизионной документалистики «Человек и море — 2018»:
1. Привлечение внимания профессиональных журналистов, операторов, режиссеров, занимающихся производством фильмов, телевизионных программ и информационных видеоматериалов, к широкой тематике развития морских регионов России, стран Азиатско-Тихоокеанского региона: экономической, военно-политической, природопользовательской, экологической, просветительской, культурной и т.д.
2. Поиск новых творческих форм в документалистике и на телевидении в освещении процессов развития Дальнего Востока и реализации государственных программ по развитию всех отраслей экономики, связанных с освоением моря.
3. Популяризация морского образования среди юношества, воспитание духа патриотизма и гордости за Россию как великую морскую державу.
4. Распространение информации о дальневосточной политике правительства Российской Федерации, субъектов ДВФО, правительств и народов сопредельных стран в Азиатско-Тихоокеанском регионе, о людях, проживающих на российском Дальнем Востоке и в соседних государствах – их характерах, судьбах, событиях и явлениях в их жизни.
5. Актуализация проблем морской экологии, сохранения морского биоразнообразия мирового океана.
6. Пропаганда здорового образа жизни через показ преимуществ занятий морскими видами спорта.
7. Раскрытие туристического потенциала морских регионов России.
Конкурсная программа XIV фестиваля морской телевизионной документалистики «Человек и море — 2018»
Конкурсная программа XIV фестиваля морской телевизионной документалистики «Человек и море — 2018» проводится по десяти номинациям:
«Лучшая репортерская работа»
«Лучшая операторская работа»
«Лучшая режиссерская работа»
«Люди моря» - работы о людях, посвятивших себя морю
«Морская история России» - работы об открытиях, неизвестных страницах и людях морского флота;
«Наследники юнг» - работы о морском образовании, привлечении юношества к занятиям морскими профессиями;
«Чистое море» - работы о проблемах экологии и сохранения мирового океана;
«Подводная камера» - познавательные, образовательные, видовые фильмы о подводном мире
«Открывая заново» - работы о туристическом потенциале морских регионов России;
"Лучшая морская история" - работы о приключениях,событиях и образе жизни, связанном с море
В каждой номинации участвует не более трёх работ. В номинации «Лучшая репортёрская работа» и «Лучшая операторская работа» допускается участие пяти работ. Состав номинаций определяется решением отборочной комиссии фестиваля «Человек и море — 2018».
Конкурсная работа на фестивале может быть представлена лично. Расходы, связанные с пребыванием номинанта на фестивале, осуществляются за счет номинанта.
Для участия в конкурсе принимаются телепрограммы, телевизионные и документальные фильмы, вне зависимости от места создания и фирмы-производителя, созданные после 1 января 2015 года. В случае предоставления телепрограмм и телевизионных фильмов на национальном языке обязательны субтитры на русском языке или текстовой сценарий для перевода на русский язык.

Показ работ XIV фестиваля морской телевизионной документалистики «Человек и море — 2018» :
Работы, присланные для участия в XIV фестивале морской телевизионной документалистики «Человек и море — 2018» демонстрируются во временных отрезках вещания ГТРК «Владивосток” на телеканалах «Россия 1», «Россия 24», «Культура». Из работ телефестиваля формируется программа кинопоказов, которые проходят на площадках партнёров телефестиваля
Сроки предоставления заявок и пересылки материалов
Заявка на участие в конкурсе с указанием избранной номинации направляется в электронном виде до 20 мая 2018 г. по адресу: festival2018.festival@yandex.ru . Одна работа может быть заявлена автором сразу в нескольких номинациях. В заявке обязательно отражается заверенное производителем разрешение на передачу ГТРК «Владивосток» права некоммерческого показа работы в телевизионном эфире и кинопоказа на площадках и мероприятиях телефестиваля. Работы принимаются через интернет с чётким указанием ссылок для скачивания. В заявке необходимо указать контакты для связи службы технической поддержки телефестиваля с авторами и продюсерами-заявителями.

Регистрационный взнос
Регистрационный взнос за участие в телефестивале не предусматривается.
Работа отборочной комиссии
Отборочная комиссия работает с 20 по 25 мая 2018 г. В отборочную комиссию входят профессиональные тележурналисты, режиссеры, сценаристы, представители морской общественности. Состав отборочной комиссии определяется решением Оргкомита. Конкурсная программа Тринадцатого фестиваля телевизионной документалистики «Человек и море — 2018" официально публикуется 25 мая 2018 года на сайте http://vestiprim.ru/festival/
Жюри фестиваля
Состав жюри телефестиваля «Человек и море» определяется решением оргкомитета и официально объявляется 15 мая 2018 года. В жюри приглашаются общественные деятели, журналисты и специалисты морской отрасли, чей опыт позволит объективно оценить уровень представленных на телефестиваль работ. Жюри определяет обладателя Гран-При фестиваля и победителя в каждой номинации конкурсной программы. Специальный диплом жюри присваивается работе за «Лучший дебют». «Специальный приз» фестиваля вручает организатор — ГТРК «Владивосток».

Goals and objectives of the XIV festival of television documentaries " Man and the sea-2018»:
1. 2. The search for new creative forms in documentary and television coverage of the development of the Far East and the implementation of state programs for the development of all sectors of the economy associated with the development of the sea.
3. Popularization of Maritime education among young people, education of patriotism and pride for Russia as a great Maritime power.

The competition program of the XIV festival of marine television documentaries "Man and the sea-2018" is held in ten categories:
The best reporter's work
Best cinematography
The best Director's work
"People of the sea" - films about people who devoted themselves to the sea
"The Maritime history of Russia" - films of the discoveries, unknown to the pages and men of the Navy;
"The heirs of Jung" – films of the Maritime education, attracting young people to practice professions;
"Clean sea" - films on problems of ecology and preservation of the world ocean;
"Underwater camera" - educational films about the underwater world
"Re-opening"- films on the tourism potential of the marine regions of Russia;
"The best sea story" - films on adventures, events and lifestyle related to the sea
No more than three works participate in each nomination. In the nomination "the Best reporter work" and "Best cinematography" allowed the participation of five works. The composition of nominations is determined by the decision of the selection Committee of the festival "Man and the sea — 2018". Competitive work at the festival can be presented in person. Expenses related to the nominee's stay at the festival are made by the nominee. TV programs, TV and documentary films are accepted for participation in the contest, regardless of the place of creation and the manufacturing company, created after January 1, 2015.

Festival jury The jury of the festival "Man and the sea" is determined by the decision of the organizing Committee and officially announced on may 15, 2018. The jury invites public figures, journalists and specialists of the marine industry, whose experience will allow to objectively assess the level of works presented at the festival. The jury determines the winner of the Grand Prix of the festival and the winner in each nomination of the competition program. A special jury diploma is awarded to the work for the "Best debut". "Special prize "of the festival is presented by the organizer — GTRK "Vladivostok".
